Robbery suspects arrested

On October 20 Garland Police released information and a video of a robbery that occurred at the AT&T store located in the 3100 block of North Jupiter Road.  During the robbery a man is seen on surveillance video entering the store, locking the front door and then forcing employees into a storeroom at gunpoint.  The man then let an accomplice in the back door of the store.  The two got away after stealing approximately $25,000 worth of cell phones.

On Friday, December 9, Garland Police arrested 35-year-old Tory Londale Jackson and 34-year-old Quentin Patrick Williams in connection with the robbery.  Police also executed a search warrant at their Garland residence and recovered items that are believed to connect the pair to the October robbery.

Robbery Unit detectives have also connected the pair to the robbery of a Garland Radio Shack in September.  Robbery detectives have been in contact with other area agencies and believe Jackson and Williams are responsible for other similar type robberies over the past several months.

Garland has filed two counts of aggravated robbery on Tory Jackson and Quentin Williams.  They are currently in the Dallas County jail.  Jackson’s bond was set at $50,000 on each case.  Williams’ bond was set at $100,000 on each case.


Hate letters motivate city officials to pass resolution against racism

The Garland City Council and Mayor Ronald Jones passed a resolution denouncing racially charged hate letters recently sent to six Garland Hispanic families who live in the Star Crest Estates area of District 2. When the crime first came to light, police were aware of four letters, but two more have surfaced this week.

Laura Perkins Cox, the District 2 council representative made the motion to adopt the resolution.  “I wanted to say very clearly in an official capacity…that this act is not congruent at all with who we are as a community,” she said.  “We are a very diverse community.  We respect all of our residents and this is not reflective of who we are as a city.”

Jones used the word “despicable” to describe the letters.  “It [the resolution] reiterates council’s position to enhance and embrace our diverse community…and it sends a message to people that we stand with you and will support you.  That’s the whole purpose of it,” he said.

The letters, which carried a Fort Worth postmark, were received at the residents’ homes on Friday and Saturday, December 2-3.  The basic message of the letters was that the Hispanic families should leave the state and that they should not be in America, and the message continued with more derogatory comments.  The typed letters were personally addressed and identically formatted.

Police do not believe that the recipients of the letters are in danger of being harmed, but the threats are being taken seriously.  According to Public Information Officer Joe Harn of the Garland Police Department, no suspects have been identified at this time, but investigators are attempting to retrieve fingerprints from the letters and are also working with other forensic evidence. 

The FBI has been alerted and is being kept up to date on the investigation.  Hispanics make up approximately 30 percent of Garland’s population.

Final suspect arrested in 2005 murder

In September 2005, Garland police arrested six of seven suspects for the May 15, 2005 murder of 16- year-old Jacob Orta.  According to a press release from the Garland Police Department, the seventh and final suspect, Sergio Valencia, was booked into the Dallas County jail for Jacob’s murder Friday, December 9. 

The press release said that Valencia was taken into custody in central Mexico and after months of working on his extradition, U.S. Marshalls were able to bring him back to Texas.  Valencia has been indicted on two counts of Engaging in Organized Criminal Activity. One charge is for the murder of Jacob Orta and the second for the aggravated assault on a friend of Jacob’s who was with him on the night of the murder.  Each case is a first degree felony and each has a bond of $1,000,000.  Valencia also has a burglary charge with a bond of $2,500 that is not connected to the murder.

The cases on the other six people who were arrested in September 2005 have all been adjudicated.  Those arrested then were Augustin Aviles, Sergio Guerrero, Michael Cruz, and Jose Mercado, with the remaining two being juveniles at the time.

Police look for victims in possible sexual abuse case

According to a press release from the Garland Police Department, Garland’s Internet Crimes Against Children Unit has been working on an investigation with Dallas Police Department’s Crimes Against Children Task Force, Homeland Security Investigations, U.S. Immigration and Customs Enforcement and the U. S. Attorney’s office.

The investigation led to indictments that were announced by the U.S. Attorney’s Office for the Northern District of Texas on October 20.  The federal indictments were for Child Pornography on Amber Schmidt, 24, and Gary Lee Jackson, 26, both of Garland.

The press release further states that during this investigation Garland detectives discovered the possibility of sexual abuse on children who came in contact with Schmidt or Jackson.  Detectives also believe this could go back at least six years.  For that reason detectives are asking if anyone has knowledge of a child who has come in contact with either Amber Schmidt or Gary Jackson within the past six years to contact the Garland Police Department at 972-205-2046.

Man murdered early Sunday morning

According to a press release received from the Garland Police Department, 36-year-old Jesus Dominguez was shot and killed just after 1 a.m. Sunday, October 30.  Dominguez was shot when he opened the front door at a Hubbards Ridge apartment located in the 4300 block of Point Boulevard.

The release further states that when officers arrived they were directed by a witness to an apartment where the front door was slightly open.  Inside the apartment entryway officers could see the man, whom they later identified as Dominguez, lying on the floor with blood on him.  They checked him and there were no signs of life.  No one else was in the apartment at the time.

Shortly after officers arrived, a female approached the apartment and was crying.  She told officers she had been inside the apartment with Dominguez when he was shot.  She told officers that her estranged husband, Mark Milligan, had come to the apartment, knocked on the door, and when Dominguez opened the door, Milligan shot him.  She stated that Milligan then began assaulting her and she managed to get away from him.  She told officers that he then left in a 1996 Suburban.  Police broadcast the information on Milligan and his vehicle to other area police agencies.

Milligan was located in his vehicle by Denton County deputies in Aubrey at approximately 4 a.m. and taken into custody without incident.  He was transported back to Garland and is in the Garland jail.  He has been cooperating with GPD detectives.  A gun believed to be the murder weapon was recovered.  Milligan is currently charged with Capital Murder and Aggravated Assault.  Bond has not been set.

Garland man sentenced in prostitution, money laundering scheme

According to a press release received from Denise Corcoran, Internal Revenue Service Special Agent and Public Information Officer at the Dallas Field Office, a 58-year-old Garland man has been sentenced in a prostitution and money laundering scheme in the Eastern District of Texas.  U.S. Attorney John M. Bales announced the sentence last week.

The release states:  “Ricardo Guevara pleaded guilty on Dec. 1, 2010, to being involved in a conspiracy to launder the proceeds of a prostitution scheme and was sentenced to 46 months in federal prison today by U.S. District Judge David Folsom.  Guevara was also ordered to pay a fine in the amount of $10,000. 

According to information presented in court, beginning in 2005 and continuing through June of 2010, Guevara and Chidiebere Onyinanya, 32, of Plano, operated an escort service that provided prostitution services to individuals in exchange for payments, which would then be used to promote the escort service and additional prostitution activity.  Guevara and Onyinanya recruited the prostitutes, advertised the services, leased apartments for the prostitution activity, and generated in excess of $440,000 in proceeds from the criminal enterprise.  Onyinanya has not yet been scheduled for a sentencing hearing.

U.S. Attorney Bales served notice to those involved in money laundering schemes, “Let this be a warning to criminals who generate proceeds from their crimes:  We will follow the money trail, uncover the criminal scheme, and prosecute you for your offenses.” 

“In addition to enforcing the nation’s tax laws, the IRS investigates financial crimes associated with a myriad of illegal activities, including the shadowy world of prostitution,” said Andrea D. Whelan, Special Agent in Charge of the IRS Criminal Investigation Division’s Dallas Field Office.  “We are pleased with the outcome of this case, which was the result of an outstanding cooperative effort between Federal and local law enforcement.”

This law enforcement action is part of President Barack Obama’s Financial Fraud Enforcement Task Force.  President Obama established the interagency Financial Fraud Enforcement Task Force to wage an aggressive, coordinated and proactive effort to investigate and prosecute financial crimes.  The task force includes representatives from a broad range of federal agencies, regulatory authorities, inspectors general, and state and local law enforcement who, working together, bring to bear a powerful array of criminal and civil enforcement resources.

The task force is working to improve efforts across the federal executive branch, and with state and local partners, to investigate and prosecute significant financial crimes, ensure just and effective punishment for those who perpetrate financial crimes, combat discrimination in the lending and financial markets, and recover proceeds for victims of financial crimes.

This case is being investigated by agents from the Internal Revenue Service and is being prosecuted by Assistant U.S. Attorney Shamoil Shipchandler.”

Police seek help identifying robbery suspects

At approximately 10 a.m. Thursday, October 20, 2011, Garland police responded to a robbery at the AT&T store located in the 3100 block of N. Jupiter Road.  Detectives were able to recover surveillance video of the robbery.  In the video, a suspect is seen entering the front door of the business and locking the door.  The suspect then forced employees of the store into a storeroom at gunpoint and is then observed on video to open the rear door of the business and let a second male suspect enter and eventually remove assorted cell phones from the business. 

The first suspect is described as a black male in his 40s, around 5’8”, medium build and wearing a white shirt, dark pants, and a ball cap. 

The second suspect is described as being a black male in his 40s, around 5’9 – 6’1”, medium build and wearing a dark shirt with a logo, dark pants, and a ball cap that appears to have a plaid pattern and a NY symbol on the front.

Alcohol suspected factor in traffic fatality

According to a press release from Joe Harn of the Garland Police Department, police and fire personnel responded to a major crash Wednesday, October 12 just after 5 a.m. at the east bound exit ramp of IH 635 and Centerville Road.  When they arrived they found an SUV that had left the roadway and crashed into the concrete base of a light pole.  The vehicle was occupied by two males and three females who ranged in age from 19 to 25.

One of the females, 20-year-old Elizabeth Naira Sanchez of Rowlett, died at the scene.  The other four occupants were transported to either Parkland Memorial Hospital or Baylor Hospital of Dallas.  At this time it is believed they will survive. 

Garland traffic investigators believe the SUV was traveling east at a high rate of speed when the driver lost control and ran off the roadway just past the exit ramp for Centerville Road.  The press release states that it appears the contributing factors are going to be alcohol, speed, and wet pavement.

Information provided by the police department said that the driver of the vehicle, 25-year-old Joseph Garcia of McKinney, will be charged with intoxication man slaughter, a second degree felony.  However, information received from the family of the driver stated that it has not been proven that he was intoxicated, and so far, no charges have been filed.

Mini storage break-in caught on video

Posted September 13, 2011

Garland detectives have recovered video of a break-in that happened last month at the Garland Self Storage located in the 100 block of East Avenue B.  The video shows a man and woman breaking into a storage unit, removing property, and placing it into their car.  The second video also shows two men in a pickup truck later going to the same unit and taking a motorcycle.             

Some of the items taken include a computer and stereo equipment.  The motorcycle taken is a 2006 yellow and black Suzuki.  

Police are asking for the public’s help in identifying the thieves in an effort to recover the property and make arrests.

Labor Day DWI patrol results

Garland’s added patrols for Labor Day, funded through a state grant, resulted in 40 DWI related arrests with one additional for Driving Under the Influence by a Minor.  During the same time period, August 19 through September 6, regular police patrols logged 11 more DWI arrests, plus one more for Driving Under the Influence by a Minor. 

One of the additional patrol arrests was related to a rollover crash on IH-30 where three people were injured.  One of the three injured persons was the intoxicated driver who was filed on for intoxication assault.  The city’s Impaired Driving arrests totaled 53 during the additional enforcement time.

The extra patrols were added during the holiday time in an effort to keep Garland citizens and visitors safe on Garland roadways.  The additional enforcement was funded by a state grant from TxDot, known as the Impaired Driving Mobilization grant. 


Police ask for public’s help in
identifying robbery suspect

Garland Police responded to the Microtel motel, located at 1901 Pendleton Drive, on the report of a robbery just before midnight on August 15.  Detectives later recovered surveillance video of the robbery.  In the video the suspect is seen jumping over the counter, striking the clerk and then taking money from the cash drawer.  He was last seen leaving on foot from the motel. 

The suspect is described as a white male with red curly hair, about 6’ tall and weighing around 230 to 240 pounds.  He was dressed in a green t-shirt and blue athletic shorts.

Search for missing woman; police ask for public’s help

Posted August 19, 2011

Garland police are continuing an investigation into the missing 40-year-old Garland woman, Carolyn Cordova.  Carolyn has not been seen by her family since Monday, August 8.  She was reported to police as missing on Wednesday, August 10, the same day her 2003 Yukon was found on the parking lot of Monkey’s Pub & Grubb in Sachse.  Carolyn is 5’ 2” tall, 110 pounds, and was last seen wearing a white tank top and blue jeans. 

Police have been interviewing family and friends in an effort to locate Carolyn.  After those interviews police believe she was last seen on Monday, August 8, in both Sachse and Garland with a man who went by the name of Andy.  Andy was described as approximately 40-years-old, 5’ 8” tall and very muscular.  He was wearing an oversized tank top, was clean shaven and had a shaved head.  He was driving either a GMC or Chevrolet pickup.  The pickup was described to be around a 2000 year model and champagne in color. 

Police are asking for the public’s help in locating Carolyn Cordova, and have obtained a composite drawing of the man going by Andy.  They are asking anyone who knows who this man is or where he is to call the Garland Police Department.    

Update Police located Cordova the morning of August 20 after releasing her information as a missing person.  She is in good condition and has been gone on her own free will.

Back to school, Labor Day DWI enforcement

Garland police are gearing up for increased Driving While Intoxicated patrols for an Impaired Driver Mobilization project.  The project is funded through a TXDOT grant program which targets DWI along with Driving Under the Influence by Minors. 

The specialized patrols will begin Friday, August 19 and run through Tuesday, September 6.  Patrols will be active in the night time hours by utilizing both marked and unmarked police cars.

So far this year, Garland police have recorded a total of 243 alcohol related driving arrests of either DWI or DUI Minor.

Convicted first-time DWI offenders can pay a fine up to $2,000, lose their driver’s license for up to a year, and serve 180 days in jail. Safety officials say other costs associated with an impaired driving arrest and conviction can add up to more than $17,000 for bail, legal fees, court appearances, court-ordered classes, vehicle insurance increases, and other expenses.

The consequences of driving under the influence can be much worse. In 2009, there were 27,108 alcohol-related crashes in Texas that resulted in 955 deaths and 17,542 injuries (preliminary data).


$10,000 in copper stolen from GP&L

Deputy constable involved in shooting

Last night, shortly after 8 p.m., a Dallas County Deputy Constable was travelling in his squad car in the 3600 block of Leon Road when a male ran onto the road in front of the deputy’s vehicle. The deputy stopped and got out of his vehicle and was then confronted by the male holding a knife.  The deputy began giving commands for the male to drop the knife and called for backup.  The male moved into a nearby wooded area with the deputy continuing to follow. 

Backup deputies arrived and the male continued to confront deputies and would not drop his knife.  At one point he moved toward one of the deputies in a threatening manor and that is when he was shot.  He was transported to Baylor Hospital of Dallas where he remains at this time, and it is believed he will survive.  The male has been identified as 17-year-old Zechariah Way of Garland. 

Zechariah will be facing two counts of Aggravated Assault on a Peace Officer.  The charges will be filed with Dallas County.

The deputy who fired his weapon, a six-year veteran of the Dallas County Constables Office, has been placed on routine paid administrative leave.

The Garland Police Department is conducting the investigation into the shooting because it happened within the city limits of Garland.


Former Garland resident arrested in alleged terror plot

Pfc. Naser Jason Abdo, 21, was arrested Wednesday, July 27 in Killeen where police said it appeared that he was planning a terror attack on military personnel at Fort Hood.  He was arrested without incident; and weapons, ammunition, and smokeless gun powder, along with other bomb making materials, were found in his Killeen motel room.  It is believed that Abdo intended to detonate two bombs at a Killeen restaurant that is popular among military members and that he planned to shoot survivors with a gun.

Abdo lived in a Garland neighborhood near Nickens and Forest Point from March-July 2009.  He attended South Garland High School as a freshman and Richardson Berkner High School in 2006-07 as a junior.

He joined the Army in 2009 but had recently been granted a discharge as a conscientious objector based on his Muslim faith.  Before the discharge date arrived, Abdo was brought up on child pornography charges for allegedly having 34 illegal images on his government computer.

Abdo, who was AWOL from the Army when he was arrested, was stationed in Kentucky, and it is unclear why he chose Ft. Hood for the alleged attack.

An employee at a Killeen gun shop, Guns Galore, was suspicious and called police after Abdo purchased smokeless gun powder and ammunition before leaving the store in a taxi. 

A Killeen Police Department spokesperson said that today’s news briefing would have probably been very different if Abdo had not been stopped.

DWI patrols result in additional arrests

Garland police stepped up DWI patrols from June 27 through July 6 in an effort to keep Garland citizens and visitors safe during Independence Day activities.

The additional enforcement resulted in four DWI arrests with eight additional DWI related arrests from regular patrols.  With the total of 12 arrests for the time period there were no fatal wrecks recorded.

The additional patrols were funded by the Impaired Driver Mobilization Grant that is sponsored by TXDOT.  The grant’s aim is to enforce DWI laws for all drivers with a special emphasis on driving under the Influence by minors.


 

July is ‘Watch Your Car Month’ in Texas

Texas has the second highest car theft rate in the country with a car being stolen every five and one-half minutes, and a car being burglarized every two and one-half minutes.  It takes only 15 seconds to burglarize a car and just a few more to steal it.

The state’s vehicle theft rate reached an all-time high in 1991.  Since then, TxDOT, through the Texas Automobile Theft Prevention Authority and the North Texas Automobile Theft Task Force has funded programs for investigation, recovery, prevention, and prosecution, and the vehicle theft total has decreased by 43 percent. 

One of the programs that the ATPA initiated to help reduce automobile burglary and theft was proclaiming July “Watch Your Car Month.”  The program was designed to raise awareness of the problem and offer education on how not to become a victim.  They also conduct year-round VIN etching events around the state. 

Nearly 100,000 cars are stolen in the Lone Star State each year at an estimated cost of $900 million.  The top stolen models are:  Ford pick-ups, Chevrolet pick-ups, Dodge pickups, Honda Civics, and Honda Accords.  It is not typically the brand new models of these vehicles that are stolen, but those that are a few years old.

The most common reasons for car theft:

  • To sell it for parts.
  • To resell it to another party.
  • Joyriding.
  • For use in committing other crimes.
  • To perpetrate insurance fraud.

To lessen the chances of becoming a victim, the ATPA offers the following tips for car owners:

  • Do not leave items such as iPods, cell phones, CDs, or GPS devices in clear view.
  • Take or hide all valuables.
  • Always lock the car.
  • Never leave the car running or leave the keys in it.
  • Do not hide a second set of keys in or on the vehicle.
  • Set the alarm and do not ignore the alarm sound even though it is commonplace nowadays.
  • Park in well-lit areas.
  • Have the vehicle identification number etched into the glass -- Most cars are stolen with the intent of stripping them and selling the parts.  Having the VIN etched on the glass makes the vehicle less valuable to thieves.

Woman found shot to death in car

On July 7, just before 3:30 p.m., Garland police responded to the 1700 block of Apollo Road concerning a possible body inside a vehicle parked at the Mission Spring Creek Apartments.  When officers arrived they found the body of 19-year-old Decia Hartfield of Garland inside her vehicle, a four-door Oldsmobile. 

Detectives responded to the scene along with the Dallas County Medical Examiner.  Evidence revealed that Ms. Hartfield had been shot, causing her death.  It was also discovered that she was pregnant at the time of her death.

Garland police took Ms. Hartfield’s boyfriend, 19-year-old Ronnie Bass, into custody at the scene and charged him with her murder.  He is currently in the Garland jail with bond set at $500,000.

Update -- Murder suspect arrested in Nebraska

Last night, just after 9:20 p.m., the Nebraska State Patrol attempted to stop murder suspect Sisro Johnson for speeding.  After a 27-mile pursuit, Nebraska State Police, along with assistance from the Auburn Police Department, Nebraska City Police Department and the Otoe County Sherriff’s Office, were able to take Johnson into custody without incident.   

Garland police are working with Nebraska authorities to start extradition procedures in order to return Johnson to Dallas County where he will be charged with murder. 

Police seek murder suspect

Garland police are currently searching for 39-year-old Sisro Johnson who they believe is responsible for an overnight murder at the Country Creek Apartments located in the 1700 block of North Jupiter Road.

Shortly before 1:30 a.m., police responded to the Country Creek Apartments after they received a 911 call of a possible domestic disturbance.  When officers arrived, they found a deceased 45-year-old female.

DWI enforcement, Independence Day holidays

Garland police are gearing up for increased Driving While Intoxicated patrols for an Impaired Driver Mobilization project.  The specialized patrols begin June 27 and will run through Wednesday, July 6.  The patrols will be active in the night time hours by utilizing both marked and unmarked police cars. The project is funded through a TXDOT grant program which targets DWI along with Driving Under the Influence by Minors.

 

So far in 2011 Garland Police have recorded a total of 167 alcohol related driving arrests involving DWI or DUI minor.

Soccer coach arrested for indecency with a child

Garland police have arrested 42-year-old Jaime Alvarenga of Dallas for indecency with a child after it was discovered he had been having improper relations with a 15-year-old male whom he coached.  Garland police are asking parents who may suspect any type of indecent acts involving Alvarenga and his soccer teams to report them. 

Alvarenga is currently in the Garland jail and charged with indecency with a child – contact, a second degree felony, and aggravated sexual assault of a child, a first degree felony.  Bond has not been set at this time.

Disturbance ends in shooting death

This morning just after 11:30 a.m. Garland police received a report of neighbors fighting in the 600 block of East I-30 at the Lakeway Place Apartments.  As officers were responding, further information was received that someone had possibly been shot.

When the officers and paramedics arrived they found a male lying outside of an apartment on the stairs. He was bleeding, unresponsive and suffering from what appeared to be a possible gunshot wound.

A man and woman, who are boyfriend and girlfriend, contacted police and stated they were a part of the incident. The woman reported to police the man lying on the stairs was her former boyfriend, 30-year-old Stephen Utley.  She said Stephen had come to her current boyfriend’s apartment and knocked on the door.  She opened the door and Stephen started striking her with a pipe.  Her boyfriend heard the noise and went to see what was happening and Stephen struck him with the pipe.  The current boyfriend retrieved a handgun and shot Stephen while they were in the apartment.  After being shot Stephen left and collapsed on the stairs just outside of the apartment.

Stephen Utley was transported to Baylor Hospital of Dallas where he later died.  The two victims were treated for wounds they suffered from being hit with the pipe and are expected to recover.

Currently the man and woman are cooperating with police detectives who are continuing their investigation to verify statements and facts of the case.

NGHS teacher arrested

Garland Police have arrested a North Garland High School teacher and coach, Christian Flores, for Improper Relationship Between Educator and Student.

 

Mr. Flores turned himself into police late yesterday, May 18 on a warrant that had been issued for the Improper Relationship charge.  Once in custody detectives added a second charge of Indecency with a Child – Contact.  The victim in each case was a female under the age of 17. 

 

Mr. Flores bonded out of jail earlier this morning.  Police detectives continue to look at the possibility that there may be other victims and if anyone has knowledge of other offenses they are asked to call Garland police.


Store clerk shot, police ask for public's help

Just after 10 p.m. last night Garland police responded to the call of a possible robbery and a man bleeding at the Corner Stop Number 2, a grocery store located at 3005 Apollo Road.  When police arrived they found the store clerk lying on the parking lot in front of the store and suffering from what appeared to be a gun shot wound.  Garland Fire Department paramedics transported the man to Parkland Hospital where he underwent surgery and today is listed in fair condition and expected to survive. 

A witness told police they heard a pop and then saw two men run from the store and get into a small light colored vehicle.  The vehicle drove away and believed to be driven by a third person.   Police are working with video from inside the store in an effort to identify the two suspects.

Second gunman sentenced to life in prison

A Dallas County jury recently found Clarence Bailey guilty in the 1992 murder of Garland grandmother Elma Mae Adkins.  Bailey was one of two gunmen.  The other assailant, Dedrick Jones, was convicted and sentenced to life in prison in 2007.  Witnesses, Adkins’ three grandchildren who were also shot during the incident, told authorities that there was a second gunman, but until 2009, police had been unable to catch up with him.  A witness came forward and provided information that helped lead to the conviction.

In early 2009, Ronnie Tyler, Adkins’ son and the father of the wounded children, saw Bailey on a true crime television show and called authorities.  Bailey was subsequently arrested, charged with capital murder, tried and found guilty last week.  He was sentenced to life in prison.

According to a Dallas Morning News report by Jennifer Emily, the convicted man leaned back in his chair and grinned during a victim impact statement by Tyler. He also spoke during the statement, which is not allowed.

Possible closure for the family of murder victim

The unthinkable happened in northwest Garland on June 16, 1992 when two gunmen entered the home of Elma Mae Adkins, 79, fatally shooting her, then turning the guns on her three grandchildren.  Adkins was babysitting the eight-, nine-, and eleven-year-old children of her son, Ronnie Tyler.  The kids subsequently recovered from the gunshot wounds at Children’s Hospital in Dallas.

Dedrick Jones of Hernando, Mississippi was first arrested for the murder in 1992, but was freed after a Dallas County Grand Jury no-billed the case.  In the years that followed, new information surfaced, and in 2007, Jones was convicted of murdering Adkins.  He is currently serving a life sentence for that crime.

A story posted by Bill Miller at The Fort Worth Star Telegram on Thursday, March 5, 2009 states: 

“Police believed Jones was involved because he had threatened to kill Adkins' son, Ronnie Tyler, who was working for a bail bond company in Dallas. 

Jones had contacted Tyler to help him get his girlfriend out of jail, but Tyler later told police that Jones did not have enough money when they arranged to meet, according to an arrest warrant affidavit.

Tyler said Jones threatened him while Jones' girlfriend remained jailed, but that was not enough evidence for a grand jury to indict Jones, the affidavit stated.

Detectives, however, got a break in 1996 when a friend of Jones contacted Garland police to report that he had loaned money to Jones for the girlfriend's bail. He also said Jones claimed that Tyler stole that money.

The friend, who was living in Memphis, said that Jones told him he was "either going to get his money back, get (his girlfriend) out of jail, or kill Ronnie Tyler," according to the affidavit.”

Accounts given by the grandchildren involved a second gunman, but Garland detectives had been unable to develop enough information to file charges against anyone until recently.  In February, they found the evidence needed to charge 38-year-old Clarence Bailey, who was already in jail in Memphis on a burglary charge, with Adkins’ murder.

“It has been an arduous journey for the family as they have sought closure to a senseless, and horrific tragedy,” Steve Toland, attorney for the Tyler family said.  “They murdered her [Adkins] execution style, shooting her in the head, then turned their attention to an 11-year-old child who was playing with her hamsters next to the fireplace.” 

Tyler’s daughter survived because she fell to the ground and played dead.  “The gunmen then found the other two children hiding in a closet and opened fire on them,” Toland continued.  One of the children was shot twice in the chest; the other was shot in the leg.

“Is this a day that brings absolute closure on behalf of the Tyler family?  No, I don’t know if there is ever any specific moment that is going to bring closure.  Certainly, though, this is a great step in that direction.”

Toland credits the selfless dedication of several Garland police officers.  “We want to thank Chief Bates for not only providing his talented men to this case, but more importantly for allocating the appropriate resources that enabled them to obtain the arrest that they did in this case,” Toland said. 

He also thanked Lt. Brown and detectives Gary Sweet and Clint McNear. 

Ronnie Tyler expressed gratitude for the efforts of the Garland Police Department.  He specifically acknowledged Lt. Turner who was over homicide when the tragedy occurred, Keith Thompson who was involved in earlier years of the investigation, and Captain B. H. McDuffie.  

“I feel better today than I’ve felt for 17 years.  It’s still hard to live with.  The kids are still having a hard time.  It’s still haunting them pretty bad mentally,” Tyler said.  He also spoke of one of the children’s lingering medical problems. 

Public Information Officer Joe Harn shared that officers take all unsolved cases seriously and finding the necessary information to charge the second gunman also provided detectives with closure. 

“We’ve had detectives go to Memphis several times during this 17 year period.  This time when they went back things fell into place and they found that right piece of information,” Harn said.

Crime mapping system now available to public

The Garland Police Department and CrimeReports, creators of the National Crime Map, have teamed up to bring Garland citizens answers to their most asked about questions throughout each year. 

The now active system is available to Garland citizens and businesses.   Each year the department receives calls wanting to know what is going in an area where people either live, work or are considering moving to.  The information can now be accessed through www.CrimeReports.com.

Providing reliable and timely information to our citizens is one of the Police Department’s top priorities.  With the new system the public is able to access the crime map 24 hours a day through the website.  The new service also allows local citizens to sign up for free customizable email alerts in order to stay on top of crime in their neighborhood.  Garland’s police believe by giving the community easy access to this information that is updated weekly will help prevent crime across the city.  The site also includes a link to leave anonymous Crime Stopper tips.

The Garland Police Department is joining over a thousand other law enforcement agencies of all sizes across North America in sharing their crime information with the public through the map.

Aqib Talib turns himself in on disturbance call warrant

25-year-old Aqib Talib turned himself into Garland Police this morning on a warrant for aggravated assault with a deadly weapon.  The warrant had been issued for his arrest in reference to a March 21 disturbance.

Garland investigators obtained the warrants for Aqib Talib and his mother Okolo Talib in connection with a disturbance police responded to the 900 block of Green Pond Drive just before 7:30 pm on March 21.  The investigation revealed that during the disturbance both Okolo and Aqib had shot at Shannon Billings, the boyfriend of Aqib’s sister.  Billings was not hit by the gunfire.

Okolo Talib turned herself into police yesterday and later bonded out on her charges of aggravated assault with a deadly weapon and felon in possession of a firearm.

The cases are being filed in Dallas County and will be presented to a Dallas County Grand Jury.

Aqib Talib’s bond was set at $25,000.  The bond was posted, and he was released.


Warrants issued from disturbance call

Garland investigators have obtained warrants for Aqib Talib and Okolo Talib in connection with a disturbance police responded to on March 21 in the 900 block of Green Pond Drive.

On Monday, March 21, just before 7:30 pm Garland police responded to the disturbance where it was reported people were outside fighting and gun shots had been heard.  When police arrived they found 40- year-old Shannon Billings alone and outside his residence. Billings was listed as a suspect in a disturbance earlier the same day at the same location.  He was later taken into custody and charged with assault and interference with an emergency phone call from the earlier incident.

Police began their investigation into the second disturbance of the day.  The information gathered at the scene, along with information gathered by detectives on follow up investigations, have lead police to believe that Aqib Talib attempted to physically assault and did shoot at Shannon Billings.  They also believe Okolo Talib, Aqib’s mother, shot at Shannon Billings.  Based on that information warrants have been obtained for Aqib Talib for aggravated assault with a deadly weapon and for Okolo Talib for aggravated assault with a deadly weapon.  The charges are classified as second degree felonies and carry a range of punishment of up to 20 years in prison.

Okolo Talib turned herself into the Garland jail this morning. She was booked in for the aggravated assault with a deadly weapon.  At the time of book-in an additional charge of felon in possession of firearm was also added based on a previous conviction.  Bond was set at $25,000 for the aggravated assault charge and $5,000 for the possession of firearm charge.

Aqib Talib is scheduled to turn himself in sometime later this week on his warrant for aggravated assault with a deadly weapon.  Bond for that warrant is set at $25,000.


Police announce spring break DWI patrol results

From March 11 through March 20 the Garland Police Department stepped up its Driving While Intoxicated patrols in an effort to keep Garland citizens and visitors safe during the schools’ spring break holidays.

The additional enforcement resulted in 14 DWI related arrests.  Two of the arrests were linked to hit and run crashes and one of the 14 was charged with driving under the influence by a minor.

During the same time period Garland’s regular patrols logged eight DWI arrests.  Of those, two arrests involved injury crashes with an additional arrest for driving under the influence by a minor.

When adding the patrol arrests for the same 10-day period, there were 22 DWI arrests with four involving crashes.  People were injured in several of the crashes, and as a community we were fortunate no one died.

Each year the additional patrols are funded by the Impaired Driver Mobilization Grant that is sponsored by TXDOT.  The grant’s aim is to enforce DWI laws for all drivers with a special emphasis on driving under the influence by minors.


Fatality involving motorcycle

On Sunday, March 20 around 1:30 a.m., Garland police were sent to an accident involving a motorcycle within the 500 block of West Interstate 30.  When police arrived, they found a male in his mid-30s deceased as a result of his motorcycle striking the rear of a cattle trailer attached to a truck which was traveling westbound on Interstate 30. 

The accident is under investigation by the GPD Traffic Unit and the name of the victim is not being released pending notification of next of kin. 


Vehicle stolen with infant inside

Tonight, around 6:20 p.m., Garland police were dispatched to a daycare in the 1500 block of West Buckingham Road in reference to a stolen vehicle with an 8-month-old male inside. 

Officers arrived and determined that a female had left the vehicle running while she went inside the daycare to pick up other children and left the infant sleeping in the vehicle.  A witness who was inside the daycare saw a white male with blonde hair drive off in the vehicle. 

Garland police learned that the vehicle was equipped with OnStar and were able to locate the vehicle approximately 30 minutes later in the 2500 block of Western Drive with the infant unharmed and still sleeping in his car seat.

Double traffic fatality on I-30

This morning at approximately 4:45 a.m., Garland police were dispatched to a fatality accident in the 700 block of West Interstate 30 which involved a tractor trailer and a sport utility vehicle.  When police arrived at the scene, they found a female in her early 20s and a male in his mid-20s to be deceased inside the SUV.  The driver was injured and later transported by CareFlite to Baylor Hospital of Dallas where he is currently in stable condition.  

The driver of the tractor trailer was not injured and the accident is still being investigated by the Garland Police Traffic Unit.  As a result of the accident, eastbound IH30 was closed for several hours but has since been re-opened.

GPD announces extra spring break DWI patrols

Garland police will have additional officers patrolling the streets for drunk drivers starting Friday, March 11, and they will run through Sunday, March 20.  The timing of the extra patrols coincides with area schools’ spring break.

The additional patrols are funded by the Impaired Driver Mobilization Grant sponsored by the Texas Department of Transportation.  The grant’s aim is to enforce DWI laws for all drivers with a special emphasis on Driving under the Influence by Minors.

Since January 1, Garland police officers have made 52 arrests for DWI and one arrest for Driving Under the Influence by a Minor.

Texas leads the U.S. with the most alcohol impaired driving fatalities. Of the 53 alcohol-related arrests in Garland, 15 involved a crash of some sort.

Garland police officers fatally shoot armed suspect

Just before 9 p.m. on Saturday, February 26, the Garland Police Department received a 911 call about a male suspect who was waving a pistol around in the 1000 block of Woodcrest Drive in east Garland.

Officers arrived at the scene and attempted to approach the suspect, at which time he lowered the pistol toward them in a threatening manner.  GPD officers shot the suspect, who was then transported to Baylor of Garland where he later died.

In following normal department procedures, the officers involved will be placed on paid administrative leave during the ongoing investigation. 

The suspect has been identified as 66-year-old James Howard Kincaid. 


 

Arrest made in double homicide

Garland police have arrested 35-year-old Daniel Ramirez for the early morning double homicide that occurred in the 1700 block of Burke Drive.  Ramirez was arrested without incident late this afternoon and is currently being held in the Garland jail where he is charged with two counts of murder.  No bond has been set at this time.

 


 

Two men shot and killed

Garland officers responded to a shooting in the 1700 block of Burke Drive this morning just before 1 am.  When officers arrived, they found two subjects who had been shot.   Silas Dawayne White, 24, was transported to Baylor of Garland where he was declared deceased.  Billy Ray White who is 48-years-old and the uncle of Silas, was transported to Baylor of Dallas where he died as a result of the shooting.

Garland police are in the process of interviewing witnesses and working toward identifying the shooter.

Suspect wounded by officer

Garland officers responded to a call of a domestic disturbance in the 1000 block of Lourock Drive this morning just before 2 a.m.  When the first officer arrived he spotted a male matching the caller’s description standing on the street in front of the residence he was responding to. 

The officer also saw that the male was holding a knife, and he started giving him commands to drop the knife.  The male started moving toward the officer in a threatening manner and would not drop the knife.  The officer fired his pistol striking him and causing him to fall to the ground. 

Garland paramedics responded to the scene and transported the male to Baylor Hospital of Dallas where he is listed in stable condition.  Police identified the male as 19-year-old Juan Escobedo, Jr. of Garland.  The officer will be placed on routine paid administrative leave pending an investigation.  He has been with the Garland Police Department for six years.

Murder trial ends in life in prison without parole for defendant

Demarius Cummings, 22, was found guilty of capital murder Thursday, Jan. 20 after two days of testimony and less than 30 minutes of jury deliberation.  The verdict carries an automatic sentence of life in prison without parole. 

Cummings, along with James Broadnax, who has already been tried and sentenced to death by lethal injection, murdered Matthew Butler and Steve Swan in front of Butler’s Christian recording studio in downtown Garland in June 2008.

Theresa Butler, mother of one of the victims said that the verdict and sentence was “the best we could have hoped for because they [the prosecutor’s office] were not seeking the death penalty.”

Butler, along with other family members of both victims, was surprised to hear at the beginning of the trial that the defense team was asking for a lesser charge of murder or aggravated robbery.  She is grateful that the jury chose the most serious charge and that it calls for life in prison.

“It was a very conservative jury,” Butler said.  “It took them only about 20 minutes to decide on a verdict.”

Cummings hung his head when the verdict was read, and Butler said that she thought that maybe he was sorry for taking the life of her son and Swan.  However, when it was time for victims’ statements, he could be heard through closed doors screaming and repeating the word “no” as several bailiffs attempted to return him to the courtroom.  “The next thing I knew, he was being dragged in cursing and screaming,” Butler said.  “I was mortified.  I couldn’t believe he’d act like that.  It really showed his true colors.”

Due to Cummings’ behavior, the judge had the bailiffs return him to his cell.  Instead of victim impact statements to the defendant, family members were given the opportunity to tell the jurors about the slain men.  “It helped to talk to the jury…I got to make my son real to them, and it made a difference for me,” Butler said.  “A lot of them were crying as we told our stories.”

After more than two years, Butler said that she finally feels relief.  “I’ve had peace all along because that comes from God.  But I’m relieved now that it’s all over,” she said.
